I Program Introduction

The “High-Level Postgraduate Program” is a full scholarship program funded by the Ministry of Education of China. It is designed to finance the study of talented international students in China that are directly selected and recommended by designated Chinese universities. Hefei University of Technology is a national key university under the Ministry of Education of China. As one of the universities undertaking this program, it aims to select international students with excellent academic backgrounds, professional ability and development potential to study for master's and PhD degrees in HFUT.

 

II Admission Categories and Majors

Master and PhD students

III Eligibility

1. Applicants should be non-Chinese citizens, and physically and mentally healthy.

2. Academic background and age limit:  

(1) Master applicants must hold a bachelor’s degree before September 1, 2025 and should not be older than 30.

(2) PhD applicants must hold a master’s degree before September 1, 2025 and should not be older than 35.

3. Learning/Research Ability:

(1) Applicants should have good learning ability and academic performance. Applicants’ academic grade in the previous stage should not be less than 80%.

(2) PhD Applicants should have previous scientific research achievements, including published research papers, patents, or officially recognized research awards.

4. Language requirements:  

(1) Applicants for Chinese-taught Programs must have acquired the Chinese proficiency of HSK Level 4;

(2) Applicants for English-taught Programs must have the English proficiency of IELTS 6.0/TOEFL 85/TOEFL Essentials 9/Duolingo 100.

 

Reminder: Students who have been granted other Chinese scholarships or funding are not eligible for this scholarship.  If a student was found to have the Chinese Government Scholarship and another Chinese scholarship (one-time reward excluded) at the same time, his/her Chinese Government Scholarship would be canceled immediately, and he/she would be required to return the scholarship that he/she had received before. Those who deliberately concealed the truth would not be permitted to apply for the Chinese Government Scholarship again within 3 years.

 

IV Scholarship Information

1. Duration: 3 years for master students, and 4 years for PhD students.

2. Funding Content: tuition, on-campus accommodation (double room) or off-campus accommodation subsidy, comprehensive medical insurance and stipend.

3. Requirements for Annual Review:

According to the regulations of the Chinese Scholarship Council, all CSC scholarship recipients must participate in the annual scholarship review which is generally conducted from April to May each year. Only those who are qualified can enjoy their scholarship for the next academic year, while those who fail the review will have their scholarship qualification suspended or cancelled.

 

V Application Materials

(1) Scanned copy of passport home page;

Ordinary passport with more than one-year remaining validity; Applicants currently residing in China also need to provide a scanned copy of the current valid visa page or residence permit page.

(2) Notarized highest diploma;

Graduating students can provide pre-graduation certificate, indicating the expecting time for graduation, and the degree certificate must be submitted before registration.

(3) Scanned copies of Academic transcripts;

Copies of academic records from first to last semester during the undergraduate, master (if any), and PhD programs (if any) shall be provided. These transcripts shall be issued and sealed by the attending university’s academic affairs office, graduate school, or student management department.

(4) Recommendation letters;

Two letters of recommendation from professors or associate professors shall be submitted. These letters shall describe the applicant’s objectives of learning in China, comprehensive abilities, and evaluation of future growth, as well as the cooperation between the supervisors or the exchange between universities both in China and abroad.

(5) Language qualification certificates;

Applicants for Chinese-taught programs need to provide HSK4 certificate, and applicants for English-taught programs need to provide IELTS, TOEFL or Duolingo transcripts; For those who cannot provide standardized language test certificates, but have previously studied in Chinese/English as the language of instruction, they can provide language of instruction certificate.

(6) Supervisor’s acceptance letter; (Refer to Appendix 2)

Supervisor’s acceptance letter is not mandatory, but applicants with acceptance letter will be given priority.

(7) Study plan;

The study plan (1000 words or more) can only be written in Chinese or English. It should state the understanding of the applied major, the reasons for choosing to study this major in HFUT, the early academic research achievements and development plan in the professional field. The abstract of master’s dissertation should be also attached for PhD applicants.

(8) Scanned copy of the Foreigner Physical Examination Form; (Refer to Appendix 3)

The physical examinations must cover all the items listed in the form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital, or a sealed photograph of the applicants are invalid. The physical examination result is valid for 6 months.

(9) Non-criminal record report;

The applicant shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, usually issued within 6 months prior to the submission date of the application.

(10) Financial guarantee letter; (Refer to Appendix 4)

(11) Previous scientific research achievements.

PhD applicants shall submit previous scientific research achievements including published scientific research papers, patents, or officially certified scientific research awards.

 

Reminder:

(1) If the above materials are not written in Chinese or English, a notarized translation in Chinese or English must be provided. 

(2) Uploaded supporting documents must be clear, authentic and valid. Applicants are recommended to use a professional device to scan the relevant documents. Applicants shall bear the consequences caused by unclear or unidentifiable uploaded materials.

 

VI Application Procedure

Step 1: Material preparation

Step 2: Apply online

Applicants should log in to HFUT International Student Online Service System (http://admission.hfut.edu.cn) to register and complete application before February 25, 2025. For the program type, please choose Chinese Government Scholarship “High-Level Postgraduate Program”.

Reminder

(1) Each applicant can only apply for one degree program. Please do not apply repeatedly;

(2) The email address used in the application system must be a valid and the applicant should ensure that the email address can be used before registration;

Step 3: Initial qualification review

1. The Admissions Office will review the completeness and authenticity of the materials in 5 work days.

2. If the applicant receives a notice regarding supplementary materials, please submit the relevant materials before the application deadline.

3. Applicants who pass the initial review must pay a non-refundable application fee of 400 RMB.

Step 4: Comprehensive interview

After confirming the payment of application fee, applicants will receive an email notification of the comprehensive interview within 7-10 working days. The interview results will be sent via system message or email.

Step 5: Academic interview

Applicants who pass the comprehensive interview will attend the departmental academic competence interview in early March 2025. The academic interview requirements will be sent via email, and the results will be sent via system message or email.

Step 6: Pre-admission

1. Applicants who have passed all the reviews and recommended for Chinese government scholarships will receive the Pre-admission Notice from our university in mid-March 2025.

2. Applicants with Pre-admission Notice must complete their application in the Chinese Government Scholarship Information System (https://studyinchina.csc.edu.cn/#/login) before March 20, 2025. For Agency No., please fill in “10359”, and for Program Type, please choose “B”. Those who fail to submit the application on the CSC website before March 20, 2025 would be assumed to give up the nomination of HFUT.

3. Before applying, please read Instructions for Chinese Government Scholarship Information System (refer to Appendix 5) and Chinese Government Scholarship Application (refer to Appendix 6) carefully. Please make sure that the documents uploaded to CSC Information System are the same as that you submitted at HFUT application system. In the process, you will also need to upload the Pre-admission Notice of HFUT, and the study plan of PhD applicants shall be signed by the applicant’s Chinese supervisor.

4. If an applicant passes all the reviews but is not recommended as a candidate for the Chinese Government Scholarship, he/she will automatically enter the review process of HFUT Scholarship.

Step 7: Issuance of admission materials

1. The China Scholarship Council will organize experts to conduct a final review of applicants recommended by universities (not every student nominated by HFUT will be awarded the scholarship). Students who have been admitted shall log in to the Chinese Government Scholarship Information System to download the e-version of Admission Notice and Confirmation Form for study in China.

2. Admitted students should bring their passport, Admission Notice, and Confirmation Form for study in China to the Chinese embassy or consulate abroad to apply for an entry study (X1) visa.

Step 8: Registration

1. New students will start studying at HFUT in early September 2025. Please refer to the Admission Notice for the specific registration date. Those who fail to report on time without approval shall be deemed to have forfeited their admission. Early registration is not allowed.

2. When coming to HFUT to register, new students shall bring the Admission Notice, the Confirmation Form for study in China, physical examination report, original copy of highest diploma, etc. to submit to the university for qualification review. (If the original copies are in languages other than Chinese or English, notarized English translations will need to be submitted.) The admission of those who fail the review will be canceled.
